'Pay up power bills or supply will be cut' |

SEVERAL members of the State Legislative Council called for clarification regarding the issues of unpaid electricity bills, public lighting and alternative energy sources yesterday during discussions over the budget allocation for the Department of Electrical Services (DES), which is under the Prime Minister's Office.
The questions and concerns raised during yesterday's deliberations over the annual state budget on various energy-related were addressed by Energy Minister, Pehin Orang Kaya Seri Utama Dato Seri Setia Hj Yahya Begawan Mudim Dato Paduka Hj Bakar.
For instance, in response to council member Dato Paduka Hj Idris Hj Abas' question of action to be taken against those with unpaid electricity bills, Pehin Dato Hj Yahya said that the department had conducted several roadshows to remind the public to pay their electricity bills.
"Those who fail to comply, even after several warnings and reminders, will find that their power supply will be cut," said the minister.
Another query put forward at the meeting was the lack of street lighting along some stretches of the Tutong-Belait highway. Dato Paduka Hj Puasa Orang Kaya Seri Pahlawan Tudin noted that some of these areas are accident-prone, and a source of concern for some members of the public.
There is already an allocated budget for the installation of these public lights, answered the minister, and once approved, will be used to set up the lights along the highway and surrounding areas.
He cautioned, however, that the cost of running these lights can be very high. The amount of energy these lights consume is also considerable, with 150 light fixtures using up more power than is used to power the whole of the Temburong district.
"We must consider this issue conservatively and prudently," he said.
Meanwhile, another council member proposed that Brunei should consider alternative power sources if it wants to reduce on usage or gas and diesel.
Dato Paduka Hj Yunos Mohd Noh suggested that to conserve hydrocarbon-based energy sources, street lights be powered using solar energy and that houses also have their own solar-powered energy supply.
"If these houses have excess electricity from the sun, perhaps the DES can buy this power from them for use in other areas," he added.
Pehin Dato Hj Yahya said that the feasibility of using solar and hydro-power is being considered, but not in the short term.

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam officiated the grand opening by signing a plaque shortly after receiving the Royal Salute and inspecting the guard of honour by the personnel of the Royal Brunei Police Force. Also in attendance were His Royal Highness Prince Hj Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister's Office, HRH Prince Mohamed Bolkiah, Minister of Foreign Affairs and Trade and HRH Prince Hj Sufri Bolkiah. Since achieving independence 24 years ago, this is the first time that the nation held the council meeting at the new grand parliament building, the construction for which began in March 2005 under the 8th National Development Plan. The council meeting reconvened in 2004 after it was suspended for 20 years. The building has three blocks. Besides office rooms and conference hall, the building also accommodates a banquet hall, library, meeting rooms, auditorium, surau, gymnasium, VIP rooms and canteen, as well as a parade ground in front of the building, parking space, landscape and a three-acre lake. The clerk of the council, Pehin Orang Kaya Pekerma Jaya Dato Paduka Hj Judin, said the new building would facilitate the council in implementing its mission to give better service to the government and nation especially those relating to the privy council, legislative council and cabinet ministers meeting. At the same time, it will also uphold the Legislative Council to be comparable to the renowned House of Parliament in the region. The ceremony yesterday began with the approval of the minutes of the previous meeting held last year at the International Convention Centre in Berakas. After the titah by His Majesty the Sultan, the speaker of the Legislative Council, YAM Pg Indera Mahkota Pg Anak (Dr) Kemaludin Al-Haj said the meeting would adjourn till 9.30am tomorrow. Legislative Council members respond to Sultan's titah |

By Azlan Othman  The titah made by His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam is very significant, especially on the monarch's desire for the country to achieve zero poverty rate by 2035. This was said by Minister of Home Affairs YB Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Awang Haji Adanan in response to the titah made by His Majesty during the opening ceremony of the first meeting of the fourth session of the Legislative Council at its new building in Jalan Kebangsaan yesterday. The minister also promised that the Ministry of Home Affairs and the departments under it will take appropriate actions to help realise the monarch's vision. "Private and public sectors can play their respective roles," he said. "The less wealthy and capable people can also play their part and make an effort to upgrade their living conditions." The other mission highlighted by His Majesty is to upgrade the living standards through various developmental projects, especially those involving the socio-economy. Appointed member of the Legislative Council YAM Pengiran Setia Negara Pengiran (Dr) Haji Mohd Yusof, meanwhile, said the concerned and responsible ministers should take note of the titah made by the monarch. "I want to see development for the betterment of the nation," he said. YB Awang Haji Bakar bin Mansor, an appointed member representing the Brunei-Muara District, said the titah stressed on the role of the Legislative Council members to jointly discuss ideas for the development of the nation. "His Majesty outlined the need for the nation's wealth to be upgraded," he said. "With the new building, I am delighted it has become a national landmark," he added.
